In January 2014, a resolution on universal health coverage was adopted at the World Health Assembly listing palliative care among the quality affordable services to be provided by health systems, at all levels of care, to the whole population. This resolution emphasizes the global push towards the integration of hospice services into healthcare systems worldwide.

Various data was collected in accordance with that resolution and from the Global Atlas of Palliative Care at the End of Life that was published by the World Health Organization in collaboration with the Worldwide Alliance, to stress the significant need of hospice services in developing countries.
